Exhaust is a polluting byproduct of many high-temperature processes. This includes all furnaces, all Boiler recipes, most Boiler (Gas) recipes and a few other buildings.
Common method of disipation is to release via a Smoke Stack [Large]. This way, each unit of Exhaust produces 0.5 points of Air Pollution. An alternative method, which becomes available in the midgame, is to recycle using Exhaust Scrubber.
Scrubbing ameliorates pollution and produces potentially useful Sulfur, Carbon Dioxide and Steam (Low) byproducts.
