Sludge
From Captain of Industry Wiki
Sludge is a biological waste product recovered from Waste Water that has undergone purification in a Wastewater Treatment building. Don't ask what it's made of. Valuable Fuel Gas and Compost can be recovered via Anaerobic Digestion, or it can simply be burned.
